Here's an initial offering of doing Clem Smith Jr L (step thru) framebags. The design may change slightly, but be nearly functionally and aethetically the same as in the photos.
 
Re fabric selection: I'll email you after the deposit to settle on a fabric. See fabric gallery in the 'info' section. 
 
Features: 
Two large compartments divided by a velcro divider that also helps adjust width. 
One mesh internal pocket for small items like phone / wallet.
Lace up frame attachment (stretch 'shock' cord included). 
Upper tension string goes around the seat tube in the rear, between the top of the seat stay and seat clamp, and the front string goes above the headset or headset spacers (see photos). 
Water drain hole at bottom. 
Padded foam around the perimeter, where the frame comes in contact with the bag.
